New AfDB Country Manager to Tanzania Presents His Credentials
The new Country Manager of the African Development Bank Group Country Office in Tanzania, Dr. Alex MUBIRU, presents his credentials to the Honourable Minister for Foreign Affairs and East African Cooperation, Amb. Dr. Augustine Philip MAHIGA.
Speaking during a brief presentation ceremony at the Ministry on Wednesday 18 July 2018, Dr. MUBIRU pointed out that the Bank Group has been a committed partner to Tanzania since 1971. Today, Tanzania is one of the largest recipients of resources from the Group’s soft loan arm, the African Development Fund (ADF), and also has selective access to resources of the African Development Bank (ADB).
This is a result, he noted, of the country’s track record of good economic performance. Dr. Mubiru told the Hon. Minister that he was looking forward to a very fruitful stay in the country and would work to enhance his institution’s positive contribution to the government’s development plan.
“In a lot of ways, this country is like a second home for me,” the new Resident Representative said during the event. “One of my biggest dreams has always been to serve in some capacity in the land of the late Mwalimu Julius Nyerere who, in 1979 when I was 11, played the decisive role in the liberation of my country from one of its darkest chapters. We danced in the streets for weeks and would never forget the sacrifices of the Tanzania people”.
The Hon. Minister said he was pleased to have Dr. Mubiru as AfDB Chief in Tanzania to assist in the realization of the country’s development goals as outlined in the poverty reduction strategy currently under the leadership of H.E. President John Joseph MAGUFULI. Minister Mahiga noted that the government looked forward to working even more closely with the Bank Group.
The Bank is financing 23 ongoing operations with almost USD 2 billion. Developments during the month of July include a US$ 123 million African Development Bank loan to finance the country’s North-West Grid power transmission line project.
The project, which will be completed by 2024, involves the construction of a 280-km 400 KV transmission line from Nyakanazi to Kigoma; Extension of Nyakanazi substation and construction of a new substation at Kigoma; integration of existing Kigoma and Kasulu 33 KV distribution networks with the main grid including supply of last-mile connection materials to serve at-least 10,000 new consumers in Kigoma Region.
The project will be financed from three sources, namely, the Bank loan, South Korea Economic Development Co-operation Fund and the Government of Tanzania contributing approximately, which represent 66%, 24% and 10% respectively of the overall cost estimated at US$186.12 million.
A Ugandan national, Mr. MUBIRU holds a bachelor’s degree from Macalester College, Minnesota, and Master’s and PhD degrees from Princeton University, New Jersey, USA.
Until his appointment as Resident Representative in Tanzania, was Manager of the Bank’s Sovereign Division in the Resource Mobilization and Partnerships Department, ABIDJAN.
He was also previously posted to Tanzania between 2010 and 2012 as Principal Country Economist. He replaces the late Dr. Tonia KANDIERO who completed her assignment at the Tanzania Country Office in January 2017.
